Push to end bullet train in 2020 could signal GOP strategy

first_imgSACRAMENTO, Calif. – Worried they would lack big-name candidates at the top of the ticket this November, California Republicans turned to a ballot measure that would eliminate a recent gas tax increase in hopes of exciting conservatives and ensuring they show up to support lower-profile legislative and congressional candidates.A potential similar strategy for 2020 emerged Tuesday, when a conservative radio host who is the public face behind this year’s gas tax initiative announced he will pursue another measure — this one eliminating the state’s beleaguered high-speed rail project.Though it’s a presidential election year, California is overwhelmingly Democratic and a Republican hasn’t won the state since 2006.Early phases of construction have begun on the train meant to take passengers between Los Angeles and San Francisco in less than three hours. But the $77 billion project championed by Democratic Gov. Jerry Brown and his supporters has seen costs spike and the completion date pushed back.“This is a colossal failure of these politicians, and you don’t want to throw good money after bad,” said Carl DeMaio, a former San Diego city councilman who now hosts a radio show.The 2020 initiative also would change the state Constitution to require all fees related to transportation — from the gas tax to taxes on vehicle sales and car insurance — be spent only on transportation-related projects. Those dollars could not go to the general fund.It’s backed by DeMaio and others behind Proposition 6, which will ask voters this November if they want to repeal a 12-cent gas tax hike and increases in vehicle registration fees approved by lawmakers last year.Proposition 6 was funded in part by California’s Republican congressional delegation, including Kevin McCarthy, the No. 2 Republican in the U.S. House who is seeking to replace Paul Ryan as speaker. It was an unusual intervention by elected U.S. officials in a state political campaign.They gave their support when it looked possible that no Republican would be in the races for governor and U.S. Senate this November. Republicans feared that would depress turnout among conservatives and allow Democrats to win close contests down the ballot, potentially giving them control of the U.S. House.They dodged that scenario, however, when Republican businessman John Cox snagged the second position in California’s gubernatorial primary, in which the top two finishers advance to the general election regardless of party. The U.S. Senate race has two Democrats and no Republicans.In 2020, California will have neither a Senate nor governor’s race on the ballot.“I have to believe that it’s an issue that’s being used because Trump doesn’t generate turnout, doesn’t generate excitement in California,” said Sherry Bebitch Jeffe, a public policy professor at the University of Southern California, said of the latest initiative.Thad Kousser, chairman of the political science department at University of California, San Diego, said he’s skeptical ballot measures can tip an election.“I don’t think there’s any state initiative — and certainly not these — that’s going to make people more motivated to turn out than their view of whether they are loving or hating President Trump,” he said.California’s high-speed rail project has become politically fraught. A poll conducted in March by the Public Policy Institute of California found tepid support for rail and overwhelming opposition among Republicans.Forty-six per cent of likely voters said they support the project, with 52 per cent opposed. Among Republicans, just 28 per cent supported it, with 69 per cent opposed. Independents were evenly split, while two-thirds of Democrats supported it.DeMaio said his proposals have nothing to do with driving Republican turnout and predicted conservative voters will be motivated regardless.“I think turnout’s going to be healthy in 2020,” DeMaio said. “I don’t think there’s a turnout problem.”Voters approved roughly $10 billion in bonds in 2008 to construct the high-speed train. It was supposed to cost about $40 billion.Now, the cost has ballooned to an expected $77 billion, with the completion date pushed to 2033.Construction is underway in the state’s Central Valley agricultural heartland, but officials don’t have enough money to complete the first phase from Bakersfield to San Francisco. The project has between $20 billion and $28 billion in hand.Its funding comes from the bonds, federal dollars and revenue from the state’s cap-and-trade program that requires businesses to buy credits to emit greenhouse gases.The proposed ballot measure would halt funding for high-speed rail, force the state to cease activities on it and use any unspent bond money to retire the debt. The federal money has already been spent.Some Democratic lawmakers have grown frustrated by the problems with California’s largest single infrastructure project.Lt. Gov. Gavin Newsom, the Democratic gubernatorial candidate, said he supports it but is concerned about its financing. 4 die in crash of Portuguese medical emergency helicopter

first_imgLISBON, Portugal — Portuguese authorities say four people have died when a helicopter in the country’s medical emergency service crashed.Portugal’s National Institute of Medical Emergencies says Sunday that the helicopter went down Saturday in the Serra de Pias hills east of Porto while it was returning to base after transporting a patient. The two pilots, a doctor and a nurse died in the crash.The service says the cause of the crash is under investigation, but added it came as the area experienced “adverse weather.”The service did not reveal the identities of the four victims. OSU freshman Francesca Di Lorenzo excels at US Junior Open

Credit: Courtesy of United States Tennis AssociationWhile most Ohio State students have started hitting the books, freshman tennis player Francesca Di Lorenzo has been busy hitting the courts at the 135th edition of the U.S. Open.The fourth leg of the Grand Slam, which began on Aug. 31 in New York City and concluded on Sunday, featured more than 300 of the best tennis players in the world.Di Lorenzo, who was ranked as the No. 1 recruit in the class of 2015 by the Tennis Recruiting Network, advanced all the way to the semi-finals of both the U.S. Open Junior girls’ singles and doubles draws.Di Lorenzo said the experience was one of the highlights of her career so far.“It was one of the best weeks I’ve had in terms of tennis,” she said. “The atmosphere there in New York was just unbelievable. The fans, everyone supporting you, you’re in the U.S. as a U.S. player. It doesn’t get better than that.”Surrounded by famed tennis stars like Serena and Venus Williams, Roger Federer and Novak Djokovic, Di Lorenzo got a taste of life with the pros.“It was interesting to be with the pros. You got to eat in the same restaurants as them and be right by the locker room with them,” she said. “It’s nice to see the level that you want to get to.”The New Albany, Ohio, native was unseeded in the singles draw but was ranked fifth in doubles alongside partner Luisa Stefani of Brazil. Despite what the rankings might have depicted, Di Lorenzo said it is competing in singles that she enjoys most.“I enjoy doubles and having a partner out there, but I like being out there competing on my own,” she said. “If I win, it’s on me. If I lose, it’s on me.”Throughout the singles draw, Di Lorenzo faced off against two players ranked in the top five in the world. She defeated Slovakia’s Tereza Mihalikova, the No. 4 seed, in the third round of the tournament. She later fell to the No. 2-ranked, and eventual single’s champion, Dalma Galfi of Hungary, in the semi-finals.Di Lorenzo said her mindset does not change regardless of where her opponent is ranked.“I don’t like looking at the rankings as much as focusing on what I have to do to be successful in the match,” she said. “I knew that whatever match I was playing that the girl was going to come out playing her best and competing hard, and I would have to do the same.”However, she admits that taking out a high-ranked player adds more excitement to a win.“(Mihalikova) was the Australian Open junior champion, so that was cool to be able to beat a girl that has had so much success,” the freshman said. “That gives you a lot of confidence going into your next matches.”Di Lorenzo and her doubles partner Stefani met through their siblings who both play tennis at Xavier University. The pair had recently won doubles championships in Brazil and Belgium.They took out the No. 4-ranked pair of Russians, Anna Blinkova and Olesya Pervushina, in the quarterfinals before having their run end in the semi-finals against the eventual champions, Slovakia’s Viktoria Kuzmova and Russia’s Aleksandra Pospelova.Having only been on campus for two weeks before the tournament began, Di Lorenzo is now adjusting to life at OSU.“It’s tough, I’m not going to lie,” she said. “It’s much harder than you think to try and keep up with the academics and tennis. I just missed the last week, so hopefully I can catch up. Luckily we have amazing tutors and help.”The transition is eased by growing up in the Columbus area and a familiarity with campus and her coaches, both of which played a role in her choice to attend OSU.“I go to a lot of games. I love the big school atmosphere and most importantly the coaches. They’ve all really helped me become the player I am,” she said.Women’s tennis coach Melissa Schaub said she is proud to have a highly rated prospect on the roster.“It means a lot. Not only is she a one recruit, but she’s an Ohio kid and from Columbus. It’s huge for us at Ohio State to keep someone home like that,” she said. “I think we’ve been able to get ourselves to a level where we are able to get someone like her. It means a lot for the future of the program and for right now.”While new to OSU, Di Lorenzo said she is already comfortable with her new teammates.“I’d come here for the clinics when I was younger, and I’d meet the girls,” she said. “They’re great girls. I just love being with the team.”The team atmosphere is what Schaub said she sees as one of roster’s strengths.“Team chemistry is really strong. They’re definitely very tight-knit. I think this year with the addition of Francesca, there’s really good competition amongst the team. I think that’s good,” she said.As the season gets under way, Di Lorenzo already has some goals in mind.“I’d love to be the Big Ten freshman of the year and hopefully make the NCAA individual tournaments,” she said. “I’d love to go a round of 16, at least, for the team championship. That’d be cool.”Schaub views Di Lorenzo’s determination as one of her best qualities.“I think that’s the greatest thing about Francesca, she was a No. 1 recruit in the country, but there’s also things that she can get better at,” she said. “Her goals are beyond college, and no one is willing to work harder than she is. It’s pretty exciting.”  Di Lorenzo and the women’s tennis team are scheduled to kick off their 2015 season in tournaments in Waco, Texas, and Miami from Sept. 18-20. read more

Niemeier, the magazine’s president and publisher.“We are delighted to be able to acquire a strong, long-standing, statewide brand that is the best in its category,” Niemeier wrote in a note posted to the magazine’s Web site. “The reputation of Virginia Business is excellent, and the quality of the executive audience it reaches is unsurpassed in the marketplace.”Financial terms of the deal were not disclosed.”It doesn’t surprise me that the management would want to acquire it, but I am surprised that Media General would let it go,” Regional Media Advisors president Kim Mac Leod told FOLIO:. “Business publications—either journals or magazines, which this one was—often have shared advertisers with newspapers, so there is synergy and leverage that can advantage both the business publication and the newspaper.” Launched in 1986, Virginia Business carries a monthly circulation of 27,500.
