Related News IN ONE of the sharpest attacks on Indian cricket officialdom since it took charge in January the Committee of Administrators (CoA) has urged the Supreme Court to remove the top three BCCI office-bearers stating that their conduct was “unfit” and that they weren’t in a position to “make good” on their undertakings of implementing the Lodha reforms While recommending the ouster of acting president C K Khanna acting secretary Amitabh Choudhary and acting treasurer Anirudh Chaudhry the CoA has asked for the management administration and governance of Indian cricket to be entrusted exclusively in their hands till the new set of office-bearers is appointed via fresh elections This is the most stinging and significant of the CoA’s recommendations in their fifth status report that was submitted to the Supreme Court Tuesday three days prior to the next hearing The report mentioned that Anurag Thakur and Ajay Shirke were removed from their posts of the BCCI president and secretary respectively through an order of apex court on January 2 and that “it was only fair” the current office-bearers be treated in the “same manner” “The current office-bearers of the BCCI have demonstrated scant regard for the directions issued by the Committee of Administrators and continue to flout the same with impunity” the report reads It further reports that the actions of the constituent members of the BCCI constituted “wilful disobedience” and demonstrated “overall resistance” to the Supreme Court’s order The CoA has also came down hard on the cricket board members for deliberately subverting the court directives during the BCCI’s July 26 Special General Meeting (SGM) They also lambasted BCCI CEO Rahul Johri’s exclusion along with that of the legal team from the last SGM for which the Committee had show-caused the office-bearers “…the office-bearers instead of reprimanding the constituent members who were suggesting that BCCI officials including the CEO leave the meeting did absolutely nothing They came up with ingenious answers that CEO left of his own accord Such a stand being taken by the office bearers is most unfortunate” it stated The CoA directive mandated Johri’s presence at the meeting The CEO was excluded citing the Supreme Court order that made only the state association/member office-bearers to attend the meeting But the CoA felt that the decision was “pre-planned and orchestrated” The CoA pointed out how during the SGM the high-court appointed Delhi and District Cricket Association Administrator Justice (Retd) Vikramajit Sen took a dig at the BCCI members saying “There are some things the Lodha Committee had suggested and you are doing everything contrary to that” The diversion tactics of the BCCI office-bearers also came for flak with the CoA noting “The totally neutral expression ‘etc’ was treated as an excuse to bring in a series of issues aimed at unravelling the fundamental core of the reforms” Over the last six months the CoA had tried to build consensus among members informing them that it would be considerate towards one or two practical issues like three-member selection committee and one state-one vote But the BCCI SGM on July 26 objected to five points in the Lodha Committee recommendations — “One state-one vote; disqualifications of office-bearers (above 70 years of age and/or completing nine years with cooling-off periods); powers duties and responsibilities of employers office-bearers functionaries committees etc (have to be dynamic and have to be decided by the board); number of selectors and constitution of the apex council No communication The committee also mentioned another instance relating to the same SGM which showed the BCCI office bearers’ “impunity” revealing that they failed to communicate the decisions taken during the meeting to the Committee despite directions to that effect The CoA also flayed the general body for not adopting the new Conflict of Interest guidelines and the New Fund Disbursement Policy The status report also spoke about prima facie “instances of malfeasance and misfeasance” of funds in certain state associations and asked for a committee to be appointed for investigation They also recommended that the Supreme Court appoint an administrator in each state association to usher in reforms For all the latest Sports News download Indian Express App More Related NewsBy: Express Web Desk | New Delhi | Updated: March 19 2017 2:56 pm Arya performs high risk stunts in his upcoming film Kadambam without using body doubles Related News Actor Arya who is looking forward to the release of his next film Kadambam has a lot to offer his audience Also starring For one his chocolate boy looks have been replaced with a rugged tough look In this film set in the rural background there are a number of stunts that had to be performed We are not just talking about beating up bad guys are outsmarting a villain So while many actors do choose to use a body double Arya chose to perform the stunts himself Director Raghava said that Arya’s dedication and hard work elevated the film to a new level He said “We have successfully broken Arya’s chocolate boy image through the film You see a transformed Arya and his dedication and hard work elevated the film to a new level He performed stunts — which include jumping from a 200-metre high mountain set or shooting amidst 50 real elephants without a body double” The director also explained that the movie is about protecting mother earth and points out that Arya plays the role of the crusader who tries to create awareness about protecting nature Raghava added “The film has an underlying social message while packed with all commercial elements It talks about protecting our nature and Arya plays its crusader” The movie sounds like a grand idea So how did Raghava make the film and how successful was he in bringing his idea alive on screen He seems to be happy with the results so far and is all praise for his crew He said “If not for them the film wouldn’t have been as grandeur as it is now They worked very hard to keep everything as realistic as possible in the film Be it action or romance nothing has been exaggerated for cinematic purpose” Also read |The Great Father: Mammootty unveils Arya’s formidable look watch video Apparently Arya’s role is inspired by children’s favourite jungle man Tarzan The movie is being shot in the jungles and the scene with 50 elephants is speculated to be the climax sequence Also starring Madras fame Catherine Tresa opposite the Raja Rani actor the film is expected to release on April 14 (with inputs from IANS) For all the latest Entertainment News download Indian Express App IE Online Media Services Pvt Ltd More Related NewsWritten by Shashi Tharoor | Published: August 24 2012 3:15 am Related News As Prime Minister Manmohan Singh flies into Tehran to join his non-aligned counterpartsattention is drawn to the diplomatic structure that supports his international efforts The Indian diplomatic corps has long enjoyed a justified reputation of being among the worlds best in terms of individual talent and ability It includes men and women of exceptional intellectual and personal distinction who have acquired formidable reputations in a variety of capitals Yet it is dismaying that it is so small: Indias is arguably the smallest foreign service of any significant countrysmaller than all of its peers amongst the emerging powersand far smaller than the global heavyweights How do the numbers stack up We have fewer than 900 diplomats staffing our 120 embassies and 49 consulates across the world Even in the BRICSthe Chinesewith 4200 officersand Brazilwith 1200clock in ahead of us The Britishfamous for punching above their weight in the global diplomatic arenadeploy 6000 diplomats The Americans have 20000; I am told they have more officers in the US Embassy in New Delhi than India employs in its entire foreign service Of course we cant match the resources the US can commandbut does it make sense that Indiawith a population of 12 billion people and global ambitions and responsibilitieshas about the same number of diplomats as Singapore and New Zealandisland nations of fewer than 4 million people each The undeniable fact is that we are already straining under the incapacity of even our talented and hardworking diplomats to meet their existing responsibilitieslet alone aspire to more We are trying to open up to Latin Americaand the Latin Americans have opened 19 embassies in New Delhi to reciprocate our interestbut all we can offer them is one joint secretary to deal with the whole lot of themand he is so busy managing the telegram traffic with all the countries he covers and preparing briefs and reports on them that they can barely get an appointment to meet him Similarly the JS for East Asia is so overwhelmed by our issues with China that he has barely enough time for countries as important as Japan and South Koreawhich he also covers His counterpart for the crucial and sensitive ASEAN nations has to manage the rest of South East Asia as well as AustraliaNew Zealand and the Pacific countries: inevitably none of them gets the individual attention each deserves A 2008 decision to increase the IFS by 320 more officersand augment them with another 200 in the clerical and IFS B categoriesis slowly being implemented by the traditional expedient of increasing the annual intake from the UPSCs regular civil service exams This means that the people we hire today will take at least ten years to acquire the expertise and experience that we need today There are manifest gaps in knowledge and expertise in a number of areas today not enough French or Spanish speakersclimate-change expertspublic diplomats capable of handling the social media but we are not filling those gaps now These additional recruits will take years to acquire the skills and experience that we need todaynot ten years from now Lateral entrants have not been encouraged; a circular to the other government departments soliciting candidacies have turned up few whom the MEA is excited about The chronic understaffing isthereforelikely to continue for more than another decade The fact is that in todays multilateral diplomacythe MEA needs expertise that it cannot provide from its own ranks For instanceclimate change has become a hot-button diplomatic issue that needs to be discussed and negotiated in multilateral forums where other delegations rely on technical and scientific expertise that they find indispensablebut which the MEA eschews because it is unwilling to look beyond its own ranks (or those of its retired grandees) In an era when a certain level of specialisation is considered essential by many foreign ministriesIndian diplomacy still abounds in talented generalists This is why the Parliaments Standing Committee on External Affairs has recommended that the MEA adopt a practice of augmenting its ranks with mid-career recruits from outsideincluding the private sector But ask any senior MEA official and he will react with horror to such a step polluting the pristine purity of his service Yet the service itself needs renovation One key problem is that the Indian Foreign Service is recruited from the same competitive examinations from which emerge the domestic serviceslike the Indian Administrative Servicethe Indian Police Servicethe Indian Revenue Serviceand so on For decadesthe cream of the examination crop opted for the Indian Foreign Service: in the years after Independencewhen resources and foreign exchange scarcities made travel abroad a rare privilegea job that took you frequently abroad was prized by the middle-class Indians who took the civil service examinations From the 1950s to the 1970sit was customary for the foreign service to draw its entrants almost exclusively from the top ten finishers in the annual examinations This has now changed dramatically Not only has the far more powerful Indian Administrative Service supplanted the IFS as the service of choicebut even the more lucrative Indian Revenue Service which places officers in the customs and tax administrationswhere financial incentives are considerable is preferred over the IFS by many applicants As a resultit is now common for the IFS to find itself selecting officers ranked below 250 in the examinationssomething that had been unthinkable to the officers currently heading the MEA Several civil service aspirants are even thrust unwillingly into the MEA while their real ambition is to serve elsewhere a far cry from the glory days but one that does not produce a dedicated and proud foreign service This is no longer the best way to find the most suitable diplomats I feel strongly that a diplomat should not be someone who fell short of his or her real goal of becoming an administratora customs official or a cop We need internationalist-minded young Indians who see the chance of serving the country abroad not only as a privilegebut as something indispensable to Indias growth and prosperity A separate foreign service examwith a greater emphasis on international relations and languagesis essential We need not bureaucrats but diplomats in the IFS: bright young people with an extrovert orientationadaptability and curiosity about the worldwith an engaging personalitya talent for languages and an interest in international affairswho know how to talk to foreigners Not too many of those emerge from the UPSC exams The time for reform is now Tharoor is an author and a Congress MP His latest book is Pax Indica:India and the World of the 21st Century,s opinion on this issue.
